If you need suggestions for SoC this year, I have one: why not push inkscape more to the animation area? Right now, the there no opensource program to do traditionnal 2D animation or storyboarding like toonboom or flash... Inkscape could become a great tool for 2D animation. Here is a description of what need to be done:
More important: -Add something to handel multiple draws/pages/frames (maybe trought the <mutlipage> svg tag?). -Add a timeline to handle keyframes and the duration of keyframes. -Add onion skin function. -Add realtime playback (temporary ram cache ?). -Add "export multiple frames" function.
Secondary stuffs: -Improve the Brush/Calligraphic tool with automatic boolean function (like the one of flash). With that kind of option, it would be easy to add Eraser Tool... -Add an UI to handel different brush shapes/options. -Add a Cut Tool
I would like to work on those area myslef to but with my actual coder skills, it would take years before getting something. So if you are interessed in those area, I'm sure you can make the opensource world for animators a better place ;)

The SVG specification already provides for multiple frames and animation; please read:
http://www.w3.org/TR/SVG11/animate.html
We just need to implement what's already specified.

I'd like to second the calligraphy tool suggestions. We also need to have the calligraphy tool rewritten so that it considers both past and future input events; the current implementation which looks back only on past events produces ugly discontinuities when it mis-predicts.
The calligraphy work is kind of a separate project to animation support, though.
