I've been out of it for a while, so I don't know that I get much of a vote on this... but here's an idea:

Instead of making another parameter type for the tabs, we could allow it to be a property of each parameter -- like a group tag. So then all the parameters with the group 'help' would then be put together on the tab 'help'. Then it could be reorganized with other means also.
