Inkscape has great feature to import clipart from openclipart.org, but if there is more than one picture inkscape will import the first one.
Same time openclipart will show thumbnail of an image only if first uploaded picture will be raster one (eg. PNG).
You can check it here: http://openclipart.org/media/files/wariat/8984 there is no thumbnail but inkscape will import SVG file
http://openclipart.org/media/files/jean_victor_balin/8735 there is a thumbnail of a picture but inkscape will import PNG file, while svg is still available.
IMO there is a bug on both sides. Openclipart should show thumbnail if there is a raster image on any position of a set. User should not think about this.
Inkscape should import any file from gallery, so if there is more than one file in set, it should: - ask which one user want's to download (IMO better) or - show all images in import window.

This is a bug on OCAL's side. We tried to find someone to fix it on their side and we failed.
