My guess would be that there are no new snapshots because there have been no CVS commits since the date of the last one. If you need a snapshot, particularly a current one, then you should be looking at the SVN pages either http://sourceforge.net/svn/?group_id=93438 or http://wiki.inkscape.org/wiki/index.php/WorkingWithSVN . If this info is unhelpful (or incorrect), please let someone know as it means that the documentation needs to be brought into line with reality!
