I believe it's because it's considered not useful in its current state, and it has at least one bug. (I think I now have a solution for that bug, incidentally.)

Eye candy is one reason. We haven't come up with any other reasons yet.
njh would like to make a more general tool for plotting a user-specified function; this may be more useful.
I haven't seen what mental's done, whether he's removed any code or just disabled the toolbar item. I think the code should stay in, but don't mind whether the toolbar item stays or goes.

The argument was made on Jabber that this was a pretty useless tool. We couldn't recall instances that it had been used or heard from users that were using it for anything more than curiousity. It probably would have been good to mention this on the mailing list before removing the feature; I suppose the thinking was that probably nobody cared one way or the other.
Does anyone use the spiral shape for anything?
Perhaps since we're not too crowded for space yet, and since the bug now has a solution, that it would be prudent to let the spiral tool remain until Nathan has a replacement for it?
