Does anyone have any idea for fixing this? Has anyone contacted GTK folks?
I'm not in the game as I don't develop on Windows, and when I reboot into win2000 my tablet works just fine.

This was probably fixed since then. I can check tomorrow at XP SP2 and recent SVN build. I know that at least tablet related bug was fixed in Gtk+ since 0.45.1.

That would be cool, but I'm afraid we can only close this issue when a system that used to have this bug before, and not just any Windows system, now works fine with SVN builds.
