Can I put the Windows devlibs in a Launchpad project? (not in lp:inkscape, but in a separate project like lp:inkscape-windows-devlibs)

What about the special MinGW compiler we are using? Should it be added to the devlibs? My vote is that they get added to LP and we just inform Bob/ishmal and update whatever wiki pages.
