optimizing doxygen doc usage

Hello, Does anyone have ideas with the following?
Due to usage of server side includes, users of the doxygen documentation[*] have to reload pages on each access. As some files are big, this can put strain on analog lines, and even the server itself, and is simply unnecessary and annoying.
Generation of header/footer before transmission to SF is possible since there is no time-critical information in them---just the logo and the usual links on the left and bottom. It would increase traffic from the site that generates the pages by 17000 (files) * 7800 (bytes/file hea+foo) = ~130MB for each upload which is already at ~340MB. By reducing the upload frequency to once per two days, there could be even an overall win.
I have tried this idea locally but for some reasons the icons are not included, and at this point my web stupidity began to show, so I am asking you if there is a better solution. Can the header/footer be included once at SF on upload, and the resulting file simply saved as html instead of php?
