I did put a request into Pantone, asking about including a color swatch with Inkscape, in the same way that Illustrator and others have Pantone palettes. We'll see what they say.

does not suffice because there is now something like a copyright on collections. this was introduced to protect the database industry, and forced on the int'l community.
OTOH, I fail to see any problems with, say 75% of the colors, without any name.
