inkscape:groupmode reintroduced
Just a quick note that I've reintroduced inkscape:groupmode, so all that's needed to make a layer is to make a group and then set its inkscape:groupmode attribute to "layer" from the XML editor.
The "Active Group" selector (secretly the "Layer Selector") doesn't update when layers are made/unmade yet (the reason I removed inkscape:groupmode for the 0.39 release), but other than that the non-widget portions of layers are done.

in case it is any help, the gimp starts in whatever layer you were last in.

I think when we last discussed this we decided that it needs to remember the last active layer, and in absence of such hint start in the topmost layer. Never in the document root unless the document has no layers at all.
