The captions and tooltips on the Metadata tab (in document prefs) seem to still not be localizable (except for 2 of them: "License" and "Proprietary"). Gettext does extract all the strings, but the translations aren't used on the UI.

I think the translators just haven't filled them in. I see all the stirngs in the inkscape.pot file (and they're filled in the "es.po" file). What locale are you using?

Yes, as I mentioned, Gettext extracts them.
