I need an IDE developed, just like any other drawing tool that users can draw on.
The major features is that it would have a tool which users can pick and drop into work space and users would be able to save as SVG and .TeX
I want it to be able to perform simple animations in layers and interpolation (ie. users can specify paths and the system generates the other paths automatically ) let me know if you are interested.

Which TeX? I have on my system plain TeX. LaTeX, Luatex, Lualatex, Context MKII and Context MKIV. I also use on occasion the table macros of TeXsys, an older rival to LaTeX. Each variant requires variant-specific coding.
TeX has many strong points. Animation is not one of them.
