Arbitrary for sure, since it is not specified in the SVG.

Hmm. Trunk is coming up with a default page size of A4 on my machine, which is set up like pretty much any other American Windows XP machine. A4 is not our standard paper size, in fact, I cannot remember the last time I actually saw a physical piece of A4 paper.

It's never been set by locale for me... the default template has been A4 on all machines I've ever installed it on (numerous versions of Windows and many flavors of Linux).
