This is because this functionality has been moved to somewhere else (Launchpad).

While somebody is at it, I suggest that "Report Bugs" and "Request features" are merged under one item, linking to a page on Inkscape website which explains a bit how to get info and how to look for already requested features on launchpad. Currently "Request feature" links to a launchpad page which title is "Report a bug". Not exactly self explanatory... Launchpad should really have adopted the "ticket" metaphor or Trac rather than keeping the word "bug" but that's another story.
