A simple solution may be to enter the bugs in portuguese and tag them with "needs-translation". Then a translator can translate the bug report there, so we have both the portuguese and english version in one location. No need to sync anything, etc...

I talked with a few Launchpad folks to see if they have any ideas. Currently they don't know of anyone who's dealing with this issue in Launchpad. Besides the tag the other idea they threw out was to create an "inkscape-br" project that could be added as a bug task on the bug. Then the status of that task could be whether translation is needed or not. Making it easier to see if comments or other help is needed.
