yes, as far as I can tell, the most recent Windows build is : Inkscape 0.47pre2 r22153 (Aug 24 2009)
That is a later revision than pre2, so it won't be going into pre2.

That's just the build - not when pre2 was released. I build pre2-2 after pre2-1, after fixing up some of the devlibs. 0.47pre2 was released before that. Builds came later, that's all.

I've attached Ivan's final filter.svg after being cleaned up by my script. The changes can be summarized as:
Removing illegal attribute (196 times, 147 were for blend="normal") Adding missing required attribute in2 (104 times) Adding missing in2 and adding missing result needed by in2 (99 times)
The cleaned up file passes the W3C markup validation test. All the filters can be processed by Batik without crashing (about 10% don't render correctly). And all the filters work with PNG export in Inkscape.

And that's precisely why it'll be in the pre3. It's important the pre2 binaries are made from the pre2 tarball as that ensure the validity of the tarball. If the binaries differ from that it's hard to figure out what users have when they report issues.
