On the channel, <gal_bolle> pointed out that although Inkscape's translations strings are working correctly, Gtk's are not. Looking around, I noticed that in the win32 package, we are copying devlibs/lib/locale and not devlibs/share/locale to the package. I believe the first is for translating the tools, and the second is for translating the runtime. I made the adjustment to build.xml and uploaded a build here:

Please try this out and see if the Gtk stock button names are translated. Since the file dialogs are now native, they are not a good place to look. Maybe try the "Close without saving" dialog.
