Looks like the drawing tools crash (1107922) is going to be fixed soon. The other crash bug (1113187) seems to be easy, and the svgz loading on windows is a matter of supplying a correct DLL. So, we're close.
Once all these are resolved, I think we need to make one prerelease which would be tested for 2-3 days, and then do the final release if nothing critical is found. This time I'd very much like the prerelease to have a Windows binary as well (0.40 prereleases didn't). Will someone be willing to provide it?

I can easily produce a windows tarball (I'm set up to do this now), but I'm not sure how to do the .nsi packaging.
The .nsi setup package file is in the CVS. You have to get the NSIS installer and you have to change the version tags in the .nsi file.

Sounds good... Were there a couple new must-fix bugs identified?
I think it might be good to make a pre-release soonish, that users can test out the UTF8 fixes on, and that's an excellent point that a Windows pre-release is desperately needed this time, since so many bugs were Win32 fixes.
