Awesome! It seems we pretty much have the UI then!
1. Radial align as a new tab in the Align dialogue.
2. Relative to: - Objects center - First circle selected - Last circle selected - First arc selected - Last arc selected
3. Distribution types:
Angular distribution: - Even distribution along circle/arc - Objects distributed at regular intervals as defined by the angle of the chosen arc
Radial distribution types - Inside Circle - Along Circle - Outside Circle (with circle being either the circle selected, or in the case of "relative to objects center", defined using the object edge closest/furthest from the object center)
I don't suppose we could add an "align along path" feature while we're at it? (hahah, one thing at a time...)

Slow down there. This is precisely how bad UI gets implemented. First off, as ~suv aptly pointed out, the Align & Distribute dialog may not even be the best dialog to add this functionality to. If it ends up being the correct place, perhaps the A&D dialog needs to be refactored & redesigned and the Rows & Columns functionality would be better placed here as well. Either way, the proposed addition to the dialog is getting into the territory of too large & complex for novice users.
The excitement for new features to be added is a good thing, but it's best that it gets added the right way the first time. Trust me, if you're not familiar with the internals of Inkscape and haven't been with the project for long, we've had some hard lessons learned along the way.

This is plural, are you contributing code to his school project? If so, this is something that should be made known to his professor(s). Also, in the future, please refrain from forking conversations without need (this thread split off from the thread he started when you initially replied).

Just to chime in a bit.
This is pretty usual feature of more or less all CAD applications. Attached I'm sending screenshots from Draftsight's GUI covering patters (often also called array) functionality.
I can imagine that this GUI could be improved, but to me (and I guess to most of tecnically oriented users) it seems quite intuitivy and easy to use.
