I looked into this myself, the situation turned out to be a dependency issue with libpng that is particular only to Xenial, and only occurring on the trunk-daily PPA builds. Essentially, trunk needs libpng16 now but it has libpng12, and other stuff breaks if we try and force libpng16.
We ended up just deciding that since Xenial is old, probably not worth the trouble to keep it active in the PPA, so I dropped it from the PPA.
I got all the other PPA builds up to date. The stable PPA is updated to the 0.92.4 tag, and the stable-daily PPA had an invalid recipe so I fixed that too. Everything seems happily building packages.

We're wanting the PPAs to be available for folks both for getting the tagged INKSCAPE_1_0_ALPHA builds, as well as the 0.92.4 release.
