I noticed on osnews.com that Cairo has a 1.4.6 release out (congrats, guys!). So I made a build here: http://inkscape.modevia.com/win32libs/cairo-1.4.6-mingw.7z
It works great with Inkscape, so I added it to the library bundle: http://inkscape.modevia.com/win32libs/gtk210-070501.7z
Cairo is the only difference, so if you have the latest bundle already, you might want to only grab Cairo.
The new autobuilds will be built with this version of Cairo: http://inkscape.modevia.com/win32

thanks for your updates. How about the relocatible mingw? Your version does not work for my wxwidgets stuff so I have to keep this old mingw version alive and I would be happy if I can use an other mingw4 path for the inkscape work.
