Everyone who is building on win32 will want to 'svn up' and recompile buildtool.cpp: g++ buildtool.cpp -o btool

Johan pointed out a bug to me where the .mo files in /locale were being copied to the wrong place. That is now fixed. This is -very- important to have before 0.45.
