The reason being that your Windows (Icelandic?) seems to use comma instead of period for fractional numbers
Funny, though, I was teasing an Italian friend the other day who was unable to use the default GnuWin installations because his paths were all in Italian... The joke's on me this time, I guess :)

Since the GTK/Glib/ATK/Pango libs are a set with their dependencies, it would likely require replacing most of the library collection we are now using. But looking at the GTK-Win32 site: http://www.gimp.org/~tml/gimp/win32/
...it can be seen that Win32 is not at that version at all. Still 2.2.4.
I have attempted to build these libraries myself, and it is not a trivial task. I will look at this again, but such a build would likely be broken.
My opinion is that this is a high risk/low benefit option for fixing this bug.
But I will look at this and see what can be done.
