You could convert an object into a brush, just like you can now convert an object into a pattern.
And adjust things like spacing, rotation, randomization...
Once you has a brush you could then use it on an object as another property (fill, stroke).
I don't think it can be used on fill, only on stroke. Actually, brush strokes will be their own kind of objects (implemented as SVG <g> with extension attrs) so they won't have any fill.
I was curious if this functionality could be implemented using markers. Perhaps subdivide the path and place the "brush strokes" on the nodes so that you'd get a brush effect kinda like GIMP. It might be difficult to do brushes that change over time though...

Markers can only be on path nodes. If you add that many nodes so as markers cover the entire path, the path becomes basically uneditable with the node tool, because you'll have to drag around too many nodes to do anything.
