I think the icon a bit too dark and the contrast is low. Also the icon must fit into 25x25 as the rest of our icons. Just move it into share/icons/icons.svg and make it a good match match all the other icons there.
As for the cursor, we need it in pixmap format (can be created by GIMP), as for example this one:

Note the size and the use of white halo around black areas so it's visible on black too.

Apart from that, are there any other standards? I mean, for instance, is the Tango color scheme used (or anything like that)?

I think we don't yet use Tango colors. Just make use your colors go well with the rest of the icons in the toolbox - ideally it should be different enough to be recognizable by its color but not stand out any more than the others.
