There is a bug then. If I open Inkscape, go to document prefs and change the units the only thing that changes is the ruler. All the tools stay in pixels. Can you confirm this so I can file a bug?
Changes in unit selectors only take place after you reload the document. For the unit selectors that are already displayed on your screen, it is assumed they currently show the unit you need.
Yes, I know because I work for screen too (web, video, etc.) I'm not saying to change the default units, they are fine as they are. I'm talking about giving the user a way to change that setting in a persistent manner. Default import/export resolution can be changed in that way using the preferences. Why units aren't?
Just create a document template with the units you need. There's a standard template for mm for example.
By the way, the snapping settings in a per-document basis is in my oppinion something very annoying. Everytime I start inkscape I have to change the snapping settings. Am I the only one that doesn't like it? What do you think about it?

It's funny, but I was using templates thinking them as workarounds for the problem. The thing is that it's not so obvious. There's not a visible way to save a template (in the document prefs), there is no visible way to set the default template for new files, prefs are split between documents and application preferences and this disticntion isn't so obvious in some cases. I'm thinking mainly about the new users. All these settings aren't obvious or "intuitive" at all. I think this "system" needs some work. Of course, it would be after 0.46. What do you think?

Agreed, adding a "save document as a template" command to File menu may make this more visible. Perhaps a button in doc prefs dialog would be appropriate too. 0.46 improves this just a bit, by adding the templates dir to the list of shortcuts in the Save dialog.

Since there seems to be general agreement that both the screen/print use cases should be fully supported, I'd like to vote for the feature suggested by Guillermo: a way to persistently change the default units for new documents (without having to load a template file).
