there are two addresses for release notes for 0.48, and they do not appear to be equivalent, was this deliberate or accidental?

Interestingly, this was the case for the past couple releases as well (both versions exist). If I recall correctly most PR stuff that went out linked to the one with the capital.

The old addresses were e.g. ReleaseNotes046 - this is an artifact of the old wiki software that didn't allow spaces or dots in names. The new ones are Release notes/0.46. The mutant crossbreed Release Notes/0.48 is an entirely new invention. :)

The second one is retrieved from the first one, which is how it appears with 0.48's capital one too.
(I'm going by the "retrieved from" comment at the bottom of the page)
