I think the first question should be something like "What is Inkscape".
As for the last unanswered question: You can apply gradient to stroke, but it won't bend with the stroke. It will remain linear or radial. This still makes it possible to achieve some interesting effects, however.
And for the sine wave: we now have an extension for it, which should be mentioned.
