In my honest oppinion, Inkscape 0.46 for Windows shouldn't be released until the printing issue is fixed. 0.46 may be released later, or event not be released, then release 0.47 directly. Being a linux user I see frequently software packages that aren't available for linux in the latest versions (skype, adobe reader and flash player, etc.). Even some open souce packages are released for windows first and we have to wait. So I don't think it's a big deal to opt for not releasing 0.46 due to its platform specific bugs. Windows users will keep using 0.45 or use devel compilations while they wait. If 0.46 is ready for Linux or other platform, then release it. A new stable version, at least in this platform will keep dragging attention and will show the project's health.

We need to be frank, and say that there have been some major (and excellent!) changes to the core with the change to Cairo (let alone others), and things are just taking a while to be sorted in Windows. But AFAIK these things will catch up easily once a few extra bits are mature enough. And I don't say that to point the finger at anyone, because a major change like this is hard work, not just inside Inkscape, but at Cairo and the other giants whose shoulders we stand on.
If a release is made some time soon for Linux, it will even make it into Ubuntu Hardy release. When is it? April? 8.04? If it's ready, I say go ahead. Your Windows brothers and sisters will share your joy soon enough.

Agreed, though I want to emphasize that even if we don't have an 0.46 for Windows, we can have e.g. an 0.46.1 for it.

If a fix for printing on win32 for 0.46 (or 0.46.1) seems unfeasible, we can revert the print dialog for win32 in the branch. Honestly, if no one has the time nor ability to fix it for 0.46, please let us know now so the work on this can be started. It's not ideal, but it can hopefully get this "resolved" for this release. (as usual, patches welcome)

It seems that we're much closer on the Linux side though... is there anything in particular (other than bugs in launchpad) which you're concerned about? (just because we need to be aware of all concerns)
