I'd say there is the whole problem of splitting people of to communication channels that most are not reading.
Pointing to a "forum" front end that hits the user mailing lists would be good. Fragmenting the community, not as good.

We've had that for some time ( http://inkscape-forum.andreas-s.net/forum/8 ) but most heavy forum users don't want to use it because they are used to PhpBB and miss its features.

But the forum is already very much alive. Some forum people are on the mailing lists as well, others are forum-only. So I don't see any serious reason not to link it, now that the "fragmenting" already happened :)
Webmasters, could you please add a link to inkscape.org front page?
Just so people know, www.inkscapeforum.com has been moved to a new server which has a new IP so you may not be able to access it until the DNS propagates throughout the internet.
This was done in hope that it would fix an issue with 'sessions' that sometimes prevented posts from working.
