Yes. If you don't give it any parameters it will use all available logical CPUs. I use it on an i7 (8 cores) and in a Windows VM with 2 cores without any issues.

I'll put detailed instructions on how to build on Windows using devlibs and the waf-build branch on the wiki, hopefully today or tommorow.
