John Cliff helped me get his build of Poppler in win32 into the library bundle.
http://inkscape.modevia.com/win32libs/gtk210-070715.7z
I tweaked init.cpp and build.xml to use it.
The latest build today should have it. Builds after 070715: http://inkscape.modevia.com/win32 It is building right now, so I don't know the time yet.
It looks like it does definitely import simple PDF's. From what I've seen, it imports curves (to be expected :) but no images or fonts yet. Good start.

It does import images, at least on Linux. Clipping paths are supported, too (at least, recognized and releasable), though I'm not completely sure that correctly ;-)
