Beatwave Mobile Designer + Profiles
I found this app today while researching new places to send PR for releases. It implements profiles for different versions of SVG and is up to spec on animation, effects, object library, palettes, etc.
I took screenshots of the app so that we can learn from their implementation. While I think that Inkscape is a great drawing tool, this one has SVG Basic, Tiny, and other version of SVG as profiles that are reconfigurable. You can even make your own.
Also, the animation tools are very far out and usable. Sorry to drop this right while we are gearing up for release, but I think it is useful to look at to be inspired on other tasks we have to accomplish in the future.

What I really would like to figure out is how to implement profile support, which is support for the switch statement in SVG and then try to go for the lowest hanging fruit of SVG, SVG Tiny compliance...especially since most all of modern phones now have SVG Tiny on them!

Actually... that's much in line with some things I was thinking of. And as far as 'profiles', that's not *too* hard as far as a mechanism goes. The main thing would be to collect the different sets of attributes. Combined with a few other things, I think we could easily get to be a premier tool for SVG Tiny. Perhaps one of the best things to move it along would be to get some requirements and target test cases we'd want to support. Those would be most useful as guides.
