I tested it on a Win98 box, and it works nicely. So I think we have the Win9x case covered by this function, and the NT+ case covered by the glib call. Creates

\Windows\Profiles%USER%\Application Data\Inkscape

if it doesn't exist, and puts preferences.xml in it. So I -think- we are done with this one.
