I tried some export with the new cairo. In the pdf it identifies as cairo 1.3.14. ???

So is this the proper 1.4.0 ?

Cairo is the -only- difference this time, so this is not worth a download for that alone. If you already have the latest bundle, just get Cairo. This is for people who might be downloading the bundle for the first time.
