I recently commited a fix, but now it appears there might be a new problem with this filter. It doesn't look directly related to the fix to this particular bug, but it perhaps it has something to do with one my other fixes (or someone else's). Unfortunately I cannot reproduce the problem, so I'd like to know who CAN reproduce it (and how).
If you can reproduce the problem any information that might help pin down the exact revision in which the problem was introduced would help.
(Obviously it's also interesting if you CANNOT reproduce the problem.)

I just checked with clean Inkscape 0.47+devel r9357 and I can reproduce the black dots around the objects. To reproduce, just 1. create an empty drawing 2. Import png image with semitransparent pixels (one created in GIMP or mentioned 455302-ink_bleed_error-test.png)
You should now see this rendering problem.
Anyway, it does not seem to be related to filters, but how (bitmap) images are displayed (test svg with filters applied works fine)
It seems it is related to image pixels that have nearly zero alpha (visible if you create transparent bitmap with a large fuzzy circle in GIMP, the black dots are rendered around the circle in Inkscape).

Indeed, I think I know where to look (I recently fixed a different bug related to this, probably something went wrong there).
Sorry for late answering - the easiest steps to reproduce it had been:
1) open new document, zoom 1:1 2) draw a curve (or a spiral) 3) blur it 4) make a bitmap copy

Confirmed fixed in 0.47+devel r9359 (OS X 10.5.8)
