Not exactly. The layer dialog would be principally for working with layers as layers. A step up from the quick layer selector. Selecting a layer in the layer dialog would make it the current layer.
The object tree dialog would be an expanded version of the XML editor. There, selection would mean selection as an object, and you'd have an attributes pane, etc...
We'd probably be able to reuse the same widget for the tree portion of both dialogs, but that's about all they'd have in common.
