First of all, as an American, let me just apologize to the rest of the world for being the only country in the world stupid enough not to have embraced the metric system.
Anyhow, I'd like to propose doing what Adobe Illustrator does (or what I think I remember it does). Every user has a preference for the unit he likes to use by default. When he creates a new document, everything in that document is by default measured in those units, but he can change that on a per-documet basis.

That's exactly how the current system works. You can set the initial units for new documents in the template.
