Does Alt+Click/Alt+Drag override WM's (Metacity/xfwm4/etc.) Alt+Mouse behavior (drag a window)?

No, we cannot override this. You need to disable this in your WM if you want to use this or "select under" in selector. Alternatively with stars, Ctrl+Alt+click and +drag work the same as Alt+ only, but may be usable in your WM without reconfiguring it. (Not so in selector, where adding Ctrl to Alt changes meaning from "select under" to "select under in groups".)
