Command Line version of Inkscape for Windows

Hi,
Could someone provide me with an URL (or just send the executable) of a the latest version of inkscape for windows compiled for console use (as seen here: http://wiki.inkscape.org/wiki/index.php/FAQ#I.27m_on_Windows.2C_and_command_...). The problem is that I'm invoking inkscape from a PHP script with exec() to convert an .svg to .jpg on-the-fly, but since inkscape doesn't hold the console until the conversion is done, most of the times I try to read the file before it has been created.

P.S.: If anyone know other way of using Inkscape to render .svg to .jpg without calling it from the console, then I would very much appreciate the help!
