I'd like to upgrade[1] the inkscape bzr repo to the latest format version.
Is anyone using bzr that is too old to handle the 2a format?

Well, among other things, don't click that switch until you tell everyone how to upgrade their local repos ;)
What I was proposing is waiting for two things. First was the 0.48 release. Second was for the stable distros to get released this summer with updated Bazaar support. That way folks who wanted to stay on an LTS for Ubuntu or RHEL in Redhat-land would have an option there.
