forum rules finalized, message posted
Hi Friends, Since we've had a volunteer to hear escalated complaints re the CoC (thanks C R !!), I was able to finalize and post the forum rules and guidelines. I made the sticky forum post about this. If anyone has any comments or suggestions about what I wrote, please let me know and I'll edit it.

one concern: it's very long! (yes, I didn't read it)
It's already twice as long as Inkscape's CoC on the website (which it references in addition).
If the intention is do create a guide for moderators to base their decisions on it's probably fine, but I would not expect users to actually read it.

Hi Patrick, Thanks for your comments. Others have shared the same sentiment with me. If it were entirely up to me, the whole thing would look like the message I posted in the forum (be polite, have patience, read the CoC, period). (That's exactly what I did with Inkscape Community.)
Unfortunately, past problems in InkscapeForum.com point to a need for having a defined and documented way for members who have a complaint to have it heard and settled in a fair way. That forum never has had such a thing, and sadly (as their favorite target) there's no way to make a complaint (even aside from the fact we can't contact the owner anymore). That's why it's been important to me to make sure the new forum has a system in place.
I don't know. I guess it's just the bulletin board forum style that allows for problems to develop and live on and on. But I hope in the new forum we will never need to use the complaint system. I hope having the system in place will be enough of a deterrent. Maybe those members who are allowed to misbehave in InkscapeForum will never join the new forum (cross fingers). But if they do, and they misbehave, we'll have the tools to handle it.
Although I do sometimes wonder why the mailing list and chat don't have or need rules like that?? I can't even surmise it's the 3rd party system that allows the misbehavior, because it doesn't happen in Inkscape Community forum. I guess it's just that forum.....or those members....? But anyway, that's the (sad but too true) story.
