Is there budget to bring any there? I can make recommendations and of course can talk about all things inkscape + openclipart.org

Hm, just the usual apply-for-scholarships, which haven't been announced yet. The CfP closes this week. But you could put a note on a proposal "conditional on receiving scholarship funding" or similar, I suppose.
