Does the Free Software ecosystem have a complaints resolution
project/service yet?
It would surprise me if such a thing existed.
Maybe something like ACAS(uk) but for code of
conduct highest appeals sort of thing? Once it's gone past the Inkscape
Community, The Inkscape Board and possibly SFC?
SFC is very swamped right now. I would not suggest escalating to their
level unless it the issue was so serious that it was a legal liability.
