XCF export was just fixed a couple days ago in the development branch by Aaron Spike:

If you are still having this problem in the latest svn (or in the next preview release of 0.46), please leave a comment at one of those bugs...

I am running 'Inkscape 0.45.1, built Sep 20 2007' on an up-to-date ubuntu 7.10 desktop. I have attached the svg. Try and save it in xcf and see if the same problem occurs for you.
