With the bugs now I Launchpad I made two "teams" -- groups really. They are:
inkscape.admin http://launchpad.net/~inkscape.admin inkscape.bugs http://launchpad.net/~inkscape.bugs
Basically the first one can edit the Inkscape project and the second is set up for the bug tracker. I don't believe that you need to be in inkscape.bugs to work with bugs, but I do believe it'll give you more ability to work with bugs.
Anyway, if you think you should be in those groups apply to them and I'll add you.

PS - If you're in inkscape.admin that automatically puts you in inkscape.bugs

About this migration to launchpad, is there any concern about maintaining linux distribution neutrality and the message this is sending to non-Ubuntu community members ?

I don't believe that's a concern. Really the decision is a pragmatic one. We needed a good bug tracker, we don't really have the administrative bandwidth to host our own (this was more evident after someone DDoS'd us at OSUOSL). Launchpad seemed like the best bug tracker that was free for us to use.
I had talked about this with Bryce for a little while, and the thing that we wanted to do was ensure that it wasn't "our decision" and that many people were involved in making it. It was discussed in chat and also through private and list e-mail. I don't believe that the decision was made to have any specific relationship with Ubuntu.
As an aside, one of the features that I really liked in Launchpad was the ability to link to other trackers so that we could work with other distros better. The bug that pointed that out to me was a bug that ended up being an OpenSuSE bug, but all we could do is put the bug number in the comments. In launchpad we should be able to directly link the two, which is very exciting. I hope we'll be able to better integrate with GTK+ bugs also.
All in all, it was a pragmatic decision. I realize that it might be seen as an alignment with Ubuntu, but I don't believe we should deny ourselves a good bug tracker because of that perception.
