First to all thanks to all make this happend.
To me is very dificult attend conferences and code at the same time, my goal to this LGM not success but now I'm nearest with the help I recive in IRC:
Allow link SVG into a SVG as image element.
My second goal is make image paths work relative and I couldent get into.
Short work done :(

cool - I've only yesterday had to answer someone that SVGs are rasterized when included via <img> tag, and that that's just how it is currently.
People will be happy to know that this will work better soon!
Anyway, I hope you had some fun, too, and learnt a lot of new things and met a lot of interesting people while you were there :) It's not all about the code.

Also I say currently you can't do a link of svg files you only can editing the SVG outside Inkscape or throught XMLInspector.

Thanks to xaviju for the idea, Tavmjong, Mc and specialy Ede_123 who give me a 5 min way to do the work I spend a lot of hours.
Now going to continue the work, anyway a SVG inside a image tag are rendered as bitmap image but you can set in preferences the DPI you want to it.
Web browsers link it as SVG and not sure jet how work PDF and others exporters.

In the SVG import process there is a new dialog with some strings, Anyone want to help me to improve/fix?

This is not posible, DPI need to be a global preference so if I change in the import dialog may be changed when this value changed in preferences and reopen.
About 'dont ask again' is realy only to select between insert or link and the same users may want one or other in anytime, so is not good not ask.

The only way to handle DPI per image is create a new attribute like "inkscape:svg-dpi" in namedview but this overload the code and complex it, when I think every body want a 300 or up fixed DPI.
Maybe is better put in the import dialog a note the user can change the DPI inside preferences.
