I don't think making special provisions in the specification for svg:path for just one type of effect makes any sense. It would be better to agree on a vector effects syntax similar to the one described here:

Hi Krzysztof While vector effects are available in inkscape i do a LPE. to handle this. Vector effects show me big to me for the moment.
