Inkscape needs a way to disable AA in raster export, so that the scene can be overrendered and downsampled to achieve FSAA via other means.
(The existing AA implementation simply stacks pre-AA'd elements on top of each other, and it means you get incorrect rendering when two shape edges share the same pixel.)

Ideally, yes. But nothing prevents you from doing the same now. If you export your drawing at several times the required size and then scale the bitmap down with some other program, the result will be very nearly the same regardless of whether the large bitmap had antialiasing or not.
Indeed very nearly, but not exactly. Image manipulations will still reveal the flaw.
