Yes, on some versions of Windows there seems to be a problem. We've been unable to figure out what it is. Noticing from your screenshot, are you running the Hebrew version of Windows?
This might be an internationalization problem. Could those who are and aren't have problem running scripting effects please reply with which version of Windows you're using?

Does Hebrew use a dot or a comma or something else as a decimal separator?

I'm thinking this one might be a little different. We've had problems in the past with things like the filesystem and the OS being in different encodings. Before with our scripting everything was executed through the shell, so it might have hidden some additional bugs that we had there. Now we're being a little more direct.

Actually, multibyte encoding can cause segfaults. Since there can be 0's in either the left or right positions, software that is not careful can possibly encounter a null when it least expects it.

Also tested on Vista (Home Basic and Home Premium) with same results.

I tried the lorem ipsum effect it under vista business.
I also got this "Microsoft Visual C++ Runtime Library" Error: "This application has requested the Runtime to terminate it in an unusual way. Please Contact the application's support team for more information"
There is also a inscape window with "Lorem ipsum working please wait"
I click ok in the error box,
An then
"Inkcape encountered an internal error and will now close"
Is shown.
Then windows shuts inkscape down.

I'm using the libs bundle from http://inkscape.modevia.com/win32libs/gtk210-070819-3.7z but I do simply unzip it over the top each time a new bundle comes out. So it coudl be that we are missing some file in the bundle. I could do a test sometime to see if a clean libs bundle unarchive breaks it. I also have numerous other things installed on this machine. so it isn't a good test.

This morning I made myself a clean build. Worked fine on my desktop. But I copied it to a nearly virgin vista machine and it died. So then I copied it to another winxp machine. and it died. so then I started removing pieces from the PATH on my desktop. after I removed c:\program files\gtkglade\bin it died. so then I went through the files in that directory on a different machine to see which files were making it work. I found that if gspawn-win32-helper.exe (there is a gspawn-win32-helper-console.exe too) was in the path it worked on windows xp. No such luck on vista. I have adjusted build.xml such that it copies gspawn-...exe to the distribution directory. This fixes the crashes for me on Windows XP SP2 (english version, english Inkscape, Dutch locale though)!
